It’s his own website..
My suggestion is to do some research on the subject before starting. Check with your local Chamber of Commerce, the Secretary of State, the Small Business Administration. Read up on it — go to your local library, check Amazon, etc. Write a business plan — there are plenty of books available on this subject.
Prior to investing your time, money & effort into an online business name, it is strongly advised that comprehensive research be conducted to ensure that the name you're interested in is truly available.
This entails searching the pending & registered Federal and State trademark files as well as the US National Common-Law files. Then, if clear, you can decide if you would like to file for a Federal or a State trademark.
Research is needed to make sure your trade name is legally available, before opening, before expansion, before incorporation or before designing your logo. Similarities in sound, appearance and meaning affect you too!
There are 16+ million trade names in use in the United States. Similar names matter, if close in sound, appearance or meaning. Similar names in related classes, distribution channels and customer matter too. You are affected by Common Law use (14 million), State Trademarks (500,000) and Federal Trademarks (2 million).
This idea isn't going to work.
You need web traffic first in order to charge people money for listing otherwise no one will visit your site and the advertisers will get angry they didn't get leads especially if you are charging x amount if you are reasonable it can be on a base to base case I guess you win or lose.
The model needs to be planned out on what exactly it is you want to achieve, many fail because they don't understand what they need to do in a website.
Good luck, the hardest part is web traffic and marketing.
I'm not sure what your on-line business is? food, animals, breedings, specialty services?
pet Supplies plus and some of the other "big box" stores tried selling all of their stuff online, I remember buying 50 pound bags of dogfood from them with no shipping charges, I never figured out how they could make money doing it (they don't sell that anymore).
That being said, if you're selling a specialty breed of dog, you'd better have a darned good reputation or an unusual breed like sarplaniniac if you think someone's going to plunk down hundreds / thousands on an unknown animal.
If you're trying to sell specialty items like dog combs et al, know that you'll need to buy in sufficient quantity to be priced comparable to the big retailers, and factor in shipping costs. A more likely scenario is something that the big guys don't do – maybe you can have people send in pictures of their dogs and you re-create them on silkscreen and make ties or scarves, or something that differentiates you.
If you just want to be a me-too, set up a wholesale business and try to sell on ebay (although fees are eating many retailers alive there), that's a possibility, see what the prices /shipping is before you place your order through the wholesalers.
I have a side business that I run on the internet – I raise exotic animals and sell them and their end products – I am moderately successful, but have 6 figures into the business, my ROI is decent but I still have my day job.
Expenses depend on whether animals are healthy or ill – most of the feed and other expenses have been fairly flat for the past 5 years. Income swings dramatically depending on how the industry is doing -

What are the best places to host a website that has a database service built in it?
you don't have to charge taxes for online purchases, however you might want to register yourself as a business in your city/state/county. it's not too expensive, but it gives you a tax id number for filing purposes. but if all you're going to do is online–exclusively–i wouldn't be in a big rush to register, honestly. but remember, that if you don't, you also can't get reimbursed for any expenses that you have, and if it's the only job you're going to have, you might want to be able to prove that at some point.
What you will need strictly depends on what type of business you will be running. For most purposes you don’t need to retain an attorney, but you will want to know how and where to find a lawyer quickly should need arise. Permits are usually required only if you will be receiving the public for any reason. It’s obvious from your question that you don’t want your business to be an underground operation, so there are at least two things that you should consider; a business license (usually under $30 and available from your secretary of state) and a rider on your homeowner insurance policy (or a separate policy) to cover your business equipment, inventory etc. Online businesses are subject to power outages server malfunctions, computer theft etc. The right insurance policy can help cover the losses.
I incorporated my podcast as an LLC, in retrospect it was kind of uncessesary. The biggest benefit to an LLC as opposed to a good old propretorship is liability protection. If your LLC gets sued, the plaintiff can't go after your personal assets, i.e. your house. That is not the case with non-corporate entites. If you're not concrned about that, you can certainly just claim everything for the business (including losses, which you can write off) on your personal tax return.
FYI, I incorporated through Legalzoom, the cheapest way to go, and it was still ~$600

Without a doubt the most pressing issue is to teach someone how to get noticed by the search spiders.
There is nothing that even comes close to this.
Good Luck
